What is a cheap hotel in Las Vegas during New Years?

My friend is turning 21 on the 30th of December and we want to fly down the 30th and leave the 1st of January so that we are also there for new years. I would like something fairly cheap considering we are coming from Wisconsin and our flight wont be cheap.

No matter what DO NOT even consider Circus Circus, Excalibur or the Stratosphere. The first two are a complete and utter dilapitated zoo’s and the Strat will put you nowhere near anything.

The Imperial Palace is 1/8th the size of the monster properties. It is easy to navigate, super cheap and in the middle of the action.
